The Yukon PNP (YNP) has two streams: business nominee and skilled worker/critical impact worker program.
Business Nominee
The Business Program has two components: an Entrepreneur category and a Self Employed category.
Eligibility Criteria under the Entrepreneur category
- The applicant must invest a minimum of $150,000 CDN equity into starting or buying a business in Yukon.
- The applicant must have a personal net worth of at least $250,000 CDN.
- The applicant must demonstrate a reasonable knowledge and understanding of Yukon and its economy.
- The applicant must be able to demonstrate reasonable communication skills.
- The applicant must have the necessary experience and education to successfully implement the business plan.
Eligibility Criteria under the Self-Employed Category
- The applicant's profession must be identified as a professional skill shortage.
- The applicant must satisfy any certification or accreditation requirements for the particular profession or occupation.
- The applicant must be licensed/accepted by the body governing the profession, if any.
- The applicant must demonstrate reasonable communication skills appropriate to Yukon.
- The applicant must demonstrate a reasonable knowledge and understanding of Yukon and its economy.
- The applicant must demonstrate that they have sufficient financial resources to start and operate the professional practice and to support themselves and any dependents for a period of six months.
- The applicant must submit a detailed business plan for the business or practice.
Skill Shortage List (subject to change)
- Medical Doctor
- Registered Nurse
- Electrical or Electronic Engineer
Skilled Worker / Critical Impact Worker Program
Skilled Worker Eligibility Criteria
- The employer must be a registered business, industry association or a local, municipal, First Nation or Territorial government in Yukon that has been registered and operational for a minimum of one year.
- Except for those occupations included in the Skills Shortage List, the employer must verify the need for the position and provide proof that they have tried to recruit locally and nationally to fill the position.
- The offer of employment must be for a permanent full-time position in a skilled or managerial occupation, among other requirements.
- The nominee must be qualified to work in their field including English/French language ability and other licencing accreditation requirements.
Critical Impact Worker Criteria
The program is intended to assist Yukon employers with critical labour shortages that cannot be filled by local residents.
This category is in place until March 31, 2009 or until the labour market for semi-skilled workers within the Yukon economy demonstrates this category is no longer required.
Eligibility Criteria:
- The employer must demonstrate efforts to fill the position locally.
- The offer of employment must be for a full-time, permanent position falling under skill level C or D of the National Occupational Classification Matrix.
- The nominee must:
- Have a temporary work permit and have worked in the position for six months OR obtain a score of 45 or better on the Pre-Assessment,
- Prove sufficient financial supports or settlement supports in Yukon,
- Have the required work experience for the specific occupation,
- Be able to conduct basic communications in either English or French, depending on the official language of the work place, and
- Not be a refugee claimant.
